Modernize string prefix, suffix, and contains checks in chrome/browser/media

chrome/browser/media의 문자열 접두사·접미사·포함 여부 검사를 표준 문자열 API로 전환했습니다.

해결 내용

대소문자를 구분하는 기존 검사와 수동 접두사 비교에는 starts_with()·ends_with()를, find() != npos 검사에는 C++23 contains()를 적용했습니다.
