Use C++20 starts_with and ends_with in remoting

Remoting의 문자열 접두사·접미사 검사 코드를 C++20 표준 문자열 API로 전환했습니다.

해결 내용

base::StartsWith()·base::EndsWith()와 수동 접두사 검사 일부를 std::string·std::string_view의 starts_with()·ends_with()로 바꿨습니다.
